I think these were French kids on vacation in Spain at L’Escala, one of those summer-house towns on the Costa Brava in between Barcelona and the French border. Tourists from France were there en masse on holiday, and though we couldn’t find a supermarket anywhere near the center, there was at least one real estate agency on every corner.

This photo was taken in the afternoon (hence the hard shadows) on the boardwalk of Riells Beach.
